Initial deployment

This contains the things we need to do in order to get a basic version of the redirect functionality up and running for rubyforge.org.

Once complete we'll:

• show a 404 page for any requests to rubyforge.org and *.rubyforge.org (except for gems.rubyforge.org which will continue to redirect to rubygems.org)
• log details of all the requests so that we can analyse them to determine which redirects we should put in place
• have placeholder VCL config in preparation for adding redirects
