Weighted coverage voting in lieu of best case. If multiple clients submit ping reports, instead of allowing the best case coverage use the map, apply voting option to the coverage. Weighted to prioritize tx power (low is better), internal antenna (better), external antenna (lower), consistency (regular submitter over one-off submitter), number of unique clients having consistent experience (better). For the latter, if 9 people report drop, but one reports discovery, it's a drop. Recency (newer pings weighted higher than older ping.)
