[Bug]: Automatically generated boundaries classify unmapped OSM regions as 'another region', preventing re-addition via Open Geo Boundaries

Description:
Automatically generating boundaries from Open Geo Boundaries causes regions which aren't included in OSM dataset to be classified as being held by 'another region', we can see here that French Island (shaded in purple despite already being in MEL) is classified as as existing region and therefore cannot be added when attempting to regenerate the region via Open Geo Boundaries
