We have been using an inappropriate key for our Debian package signing; let's use a more appropriate one. Also update the documentation about how to verify the signature.

Since switching to ESRP, Microsoft Git's Linux packages use a different
GPG key to sign the packages.

Let's adjust the instructions how to verify the package signatures.

This ports the PRs #941 and #946 to vfs-2.55.0.

The [v2.54.0.vfs.0.4
release](https://github.com/microsoft/git/releases/tag/v2.54.0.vfs.0.4)
also included #932, #934 and #947, whose changes were already integrated
into the `vfs-2.55.0` branch.

With ESRP-based signing applied even to the Debian packages, we need to
use the correct PGP key. This PR is a companion of
microsoft/git#946.
