After reviewing the examples, I think the root cause is an of inconsistency in the way labels are handled for 0-value bars.

Notice that if you change some of the data values to negative, even very small negative values, the axis ranges are automatically adjusted such that the axis labels don't overlap with the bar labels:

This tells us that logic already exists to avoid collisions between bar labels and axis labels, however, that logic never runs in the example cases you provided.

I think the fix is one of two possibilities, in order of preference:

1. (ideal) In the case where all data values are either >=0 or <=0, ensure that labels for 0-bars are rendered on the same side of the axis as the other bar labels.

2. (if 1 is not possible or too complex) Ensure that the auto-axis-range logic runs when 0-bars are present.

Note that I am the author of #7675, so this bug is quite likely because of an oversight in my code 🤪
