Add Type Indexes to the Solid Technical Reports listing - #786

Type Indexes (https://solid.github.io/type-indexes/, v1.0.0, Editor's Draft) was missing from the Work Items table even though it is treated as a TR work item across other specifications (notably Solid Application Interoperability and the Solid WebID Profile § Discovery, which both reference it as an established mechanism). Insert the row between SAI and Shape Trees, alongside the data-discovery cluster.
- §2.1 access-control bullet: name the SAI Authorization Agent as a concrete example of an access-management Client (per @elf-pavlik on PR #776). - §4 data discovery note: hyperlink Solid Application Interoperability to TR/sai. Add an editor's note that a Type Indexes link will be added once PR #786 (which lists Type Indexes as a TR work item) is merged.

Solid Type Indexes wasn't proposed as a work item in the CG in 2022 (initial publication) because the process for new work item proposals wasn't until 2023: #543 . And, the item just didn't get listed at TR/ .
Needless to say, there are many items in TR/ predating the process that weren't proposed following that procedure and carried on as usual, and were added to TR/ .
So, I think Solid Type Indexes should also be listed in TR/ .
